I think its a bit like most things that seem far fetched and ridiculous it is neither 100% true nor 100% false something in between.
The very powerful control the economy does that sound wrong it has always been this way.

It's bollocks, if course it is, it's also interesting and fantastical, the problem is many people can't differentiate fact and fiction, not much different to religion in many ways.

Definitely a group of very rich and powerful people who pull the strings and set the boundaries for governments as required. An international group who are far less wedded to the nation state than most of their subjects.
On the other hand, I doubt that they are lizards or huddle together in hooded robes in candlelit cellars wearing goat masks.

The only question is why there are some people that still believe that in spite of this supreme power these omnipotent beings, that control the bank, the media, food crops and fossil fuels need to resort to Hollywoodesque grand plans to achieve their dastardly ends.
